Coffs Harbour Highway Planning Strategy Economic Analysis Update November 2007

This report updates the cost estimate analysis for the three broad corridors of the far western bypass, the Coffs Harbour City Council preferred corridor and the coastal corridor. The report found that the coastal corridor would provide substantial road safety improvements and travel time savings, be lower cost than the other corridor options, provide the best value for money and have a fair economic performance.

Coffs Harbour Highway Planning Strategy Preferred Option Report

This report has been prepared to accompany the Minister´s decision on the preferred option for an upgrade of the Pacific Highway from Coffs Harbour to Woolgoolga. This 65 page document describes the relevant characteristics of the study area and the constraints and opportunities they provide. It gives an integrated discussion on all of the options developed since the strategy began in September 2001, the community consultation undertaken through this time and the key findings from the options evaluation process. This report documents the recommended strategy for a Coastal Route to comprise an Inner Bypass around Coffs Harbour (IS1 and IN2), upgrade of the existing highway from Korora to South Woolgoolga and a deviation around Woolgoolga to Arrawarra Creek (Option E).

Community update 5

Community update No 5 is a 4-page brochure that summarises the findings of a feasibility assessment of options within Coffs Harbour City Council´s preferred corridor. The feasibility assessment identified four potential route options in Council´s corridor and evaluated them in terms of functional, cost, socio-economic and biophysical issues. The update presents the key features of the four options that illustrate the major engineering, traffic, environmental and economic problems with the corridor. It provides details of where you can see displays of large-scale maps of the options and copies of the detailed feasibility assessment report, as well as how you can provide feedback.

Coffs Harbour City Council Preferred Corridor Feasibility Assessment

This is a detailed 30-page report that documents the assessment of feasible route options through the CHCC preferred corridor. Four broad route options were developed to an early concept design level and a review carried out of key issues and impacts to provide an assessment of their feasibility compared to the previously investigated Coastal Ridge Way / Option A route. The study found that there are major engineering, traffic, environmental and economic problems with the corridor. It concluded that none of the options within the CHCC preferred corridor would be viable and do not merit further consideration for the future upgrading of the Pacific Highway.

Community update 4

Community update No.4 is a 12-page brochure that presents the current status of the development of the Coffs Harbour Highway Planning Strategy. It describes highway options in the southern (Coffs Harbour) section and identifies new and revised options in the northern section near Woolgoolga. The update identifies those options that merit further investigation. The brochure also provides details of exhibitions showing large-scale maps of the options, staffed displays to discuss the route options with project team representatives and opportunities to comment.

Strategy report and working papers

The Strategy Report has been prepared to document the overall process of identifying, developing and evaluating the Inner Bypass and the existing highway upgrade options for the southern (Coffs Harbour) section of the strategy area. The accompanying technical working papers contain a more detailed assessment and comparison of the impacts of the two options across a range of transportation, socio-economic and environmental planning issues.

Review of Coastal Ridge Way

In response to a request from Coffs Harbour City Council, a review of a proposal for a community generated western bypass corridor, known as the Coastal Ridge Way (CRW), has been undertaken in parallel with investigations into the Inner Bypass and existing highway corridors. The CRW was initially identified by members of the community and has been progressively developed in consultation with the main proponents. The review examines the key physical features, cost, traffic and economic performance of the CRW and assesses its impacts across a range of social and environmental planning issues.

The community update is a 16-page brochure that describes the route options for upgrading the Pacific Highway from Sapphire to Woolgoolga. It provides maps showing details of the upgrade of the existing highway from Sapphire to Moonee and four options from Moonee to north of Woolgoolga. The update also gives details of exhibitions showing large-scale maps of the options, staffed displays to discuss the route options with project representatives and opportunities to comment.
