Preferred concept design

The preferred concept design for the Iluka Road to Woodburn upgrade is shown to the left. The majority of the upgrade would be a duplication of the existing highway. Two minor realignments of the existing Pacific Highway are proposed at Pine Road and Devils Pulpit State Forest to improve safety.

The design may be further refined during the environmental assessment stage of the project and in response to community comments received.

Highway access arrangements and interchanges

Highway access arrangements and interchanges include:

  • Left-in/ left-out intersections.
  • Seagull type intersections.
  • Right-in intersections across the median.
  • U-turn facilities
  • Local roads connecting to interchanges and intersections.

A grade-separated interchange is proposed south of Trustums Hill Road to enable access to Woodburn, Tuckombil Road and Wondawee Way.

A grade-separated interchange is also proposed at Iluka Road as part of the adjoining Wells Crossing to Iluka Road upgrade project. This interchange would enable access to Iluka Road and Banana Road.

Service roads and property access

Direct property access to the highway would be rationalised. Service roads would provide access to parts of the highway for a number of properties. Service roads would be located at:

  • Banana Road (linked to the Iluka Road interchange).
  • Minyumai Road to Tick Gates.
  • Redgates and Turners Road.
  • Tuckombil Road and The Gap Road (linked to the Woodburn interchange).
  • Wondawee Way (linked to the Woodburn interchange).

Changes to the highway alignment

Changes to the concept design have occurred following consultation with stakeholders and property owners. These changes include:

  • Refinement of the location of a number of U-turn facilities.
  • Banana Road to connect to the Iluka Road interchange via a local service road.
  • Refinement to the alignment at Cypress Road to minimise impacts to the heritage plantings of mango trees and an historic well.
  • Provision of formalised parking area and signage at New Italy museum complex.
  • Provision of a right-turn lane to Whites Road from the southbound carriageway.
  • Provision of parallel service road connecting Wondawee Way to proposed Woodburn interchange.
  • Curve aligned at Wondawee Way to minimise impact to properties on the western side of the highway, but not affecting properties to the east.
  • Inclusion of interchange south of Trustums Hill Road to allow access to Woodburn.

Rest areas

Two rest areas are proposed for light and heavy vehicles:

  • 1km north of Mororo Road (southbound traffic).
  • 3km north of Pine Road (northbound traffic).

Opportunities to stage construction

There are a number of opportunities to stage the construction of the upgrade. They include:

  • Construction of a grade-separated interchange with the Woodburn to Ballina upgrade project.
  • Construction of the realignment at Pine Road.
  • Construction of the realignment at Devils Pulpit State Forest.

Arterial/motorway standard

The initial design for this section of the highway is an arterial style highway (called class A). The design allows for the highway to be upgraded to a full motorway style highway (called class M) in the future when warranted by increased traffic volumes. The speed limit would be posted at 100km/h or 110km/h depending on final access arrangements.
