Project design
Design refinements
The current concept for the upgrade is shown in the environmental assessment documentation (click on the Public information page) . Many of the features of the concept design that have been developed and refined following community consultation and field investigations are identified on the plans. Further refinements to the current concept design may occur in response to community and stakeholder comments. The main features of the concept design are as follows.
Highway access arrangements
An access strategy has been developed for the upgrade. Under the strategy, provision would be made for grade-separated interchanges at the following locations:
- Gaudrons Road/Split Solitary Road, Sapphire.
- Moonee Beach Road/Hoys Road, Moonee Beach.
- Fiddaman Road/Graham Drive South, Emerald Beach.
- Graham Drive North, Woolgoolga.
- Arrawarra Beach Road, Arrawarra.

Local roads and property accesses
The proposal includes local roads linking the above interchanges to:
- Provide safer access to properties that currently have direct highway access.
- Enable residents to take road trips to local schools and shops without having to use the highway.
- Provide a continuous alternative local road link between Sapphire and Woolgoolga for school buses and motorists who do not wish to use the highway.

The concept design includes details of property access arrangements – especially in the Unwins and Newmans Road areas near Woolgoolga.
Rest areas
The Arrawarra interchange allows for the installation of rest areas for both light and heavy vehicles.
Opportunities to stage construction
There are a number of opportunities to stage the construction of the upgrade. They include:
- Construction of the grade-separated interchanges ahead of the dual carriageways.
- Construction of the dual carriageway upgrade in distinct sections (eg. Sapphire to Moonee Beach, Moonee Beach to South Woolgoolga and the Woolgoolga bypass).
- Construction of the dual carriageway upgrade without the local roads, or with limited local roads.
